popping and hard starting

My 1987 savage is hard to start and does a lot of popping when it is running.I`ve changed plug but that didn`t help. The bike has 19000 miles on it. It also is leaking oil from the head gasket to the outside of the bike. Head has been retorque once.Any suggestions?
